Abstract

Resource mobilisation for this amphibious expedition was not an economic problem; it was determined rather by the objectives actually sought by the government. Success came from a switch in the mobilisation geostrategy, with a heavy concentration of resources in the Lower Guadalquivir and government intervention in the mobilisation of scarce and complex resources such as soldiers and information. The vast mobilisation potential was eventually harnessed when the government allowed local authorities to tap into the resources offered by the “almacén andaluz” (Andalusian store).
